The rules
No town ban or permit for metal detecting (the Carolina Beach code has no detector provision). Digging (Sec. 28-61): no hole over 12 inches deep or 5 feet wide; shovels other than children's toy shovels are prohibited on the beach strand (the code defines a shovel as a broad flat-bladed tool); holes attended at all times (within 20 ft) and filled before leaving and no later than 5:00 p.m. $50 fine. The rule covers the municipal beach strand and Freeman Park.
