No town ban or permit for metal detecting (the Kill Devil Hills code has no detector provision). The town asks beachgoers to fill in all sand holes, and items left on the beach overnight are prohibited. Seaside rules (Ch. 96) cover glass, surf leashes, dogs, beach equipment and beach driving (Oct 1-Apr 30 by permit); no driving on sand dunes (Sec. 96.10).
