The rules
Wabasso Beach Park is an Indian River County park. County Code Sec. 205.03(12) bars removing beach sand or 'any other material whatsoever' and making 'any excavation by tools' in a county park, and Sec. 205.02 defines a park to include the beach. The code doesn't mention metal detectors, but it limits digging. Stay off the dunes (Sec. 205.03(25)) and fill any holes, since sea turtles nest March 1 to October 31.
Permit: No detector-specific permit found; Sec. 205.04 lets the Parks department issue permits for otherwise-restricted activities
