The rules
The City of Cocoa Beach code has no metal-detecting rule. Sec. 5-34(c)(4) bans holes deeper than 18 inches (or knee depth of the shortest person in the group) and makes it unlawful to leave without fully filling the hole. On county-managed beach parks like Lori Wilson Park, Brevard County Code Sec. 78-120 bans removing beach sand or making 'any excavation by tool', which effectively rules out scoop recovery there.
