The rules

The Volusia County Beach Code (Ch. 20), which overrides city rules on the beach (Sec. 20-6), says nothing about metal detecting or digging. It does ban removing beach sand (Sec. 20-124). Volusia County park rules ban metal detecting in all county parks, including coastal parks like Smyrna Dunes Park. Canaveral National Seashore to the south is federal, and metal detectors are banned there (36 CFR 2.1(a)(7)).
