The rules
The Volusia County Beach Code (Ch. 20), which overrides city rules on the beach (Sec. 20-6), says nothing about metal detecting or digging. It does ban removing beach sand (Sec. 20-124). Volusia County's published park rules say 'Metal detecting is not allowed in any Volusia County park' — that covers oceanfront and coastal county parks too, so detect on the open beach only. Don't disturb marked turtle nests or walk on dunes.
