The Escambia County code (Sec. 74-36, rules for county beaches and parks) has no metal detecting ban. It lets lifeguards order people to stop digging holes that are unsafe. Gulf Islands National Seashore, which wraps both ends of Pensacola Beach (Fort Pickens and east of the developed area), is federal land where possessing or using a metal detector is prohibited under 36 CFR 2.1(a)(7).
