Clearwater Beach is a City of Clearwater beach, and City Code Sec. 22.28(3) explicitly allows 'minor excavations involving the recovery of lost artifacts' on public beaches and parks if they're refilled right away and create no safety hazard. Sec. 22.28(4) still bans excavating or removing historic or prehistoric artifacts, bones, shells or geological specimens on city land. The Pinellas County ban (Code Sec. 90-7(p), detectors prohibited except on beaches in parks) covers county-managed lands only, not the city beach.
