The rules

No town ban or permit for metal detecting (the Kitty Hawk code has no detector provision). The code bans digging or mounding sand that is unsafe: holes that alter the beach or dunes, block emergency vehicles, can't be seen at night, endanger sea turtles or could collapse on someone (Sec. 6-29). The town's beach page goes further and says digging holes on the beach is not allowed, while also asking visitors to fill in holes. Call the town before digging. No damaging dunes or dune vegetation (Sec. 12-24).
