The rules
The Town's beach code does not ban metal detecting, but it tightly regulates digging: holes deeper than 12 inches are prohibited, all holes must be filled before you leave the beach for the day, and only wood or plastic shovels under 30 inches long and 6 inches wide are allowed. Damaging dunes or sea oats is prohibited (Town Code Title 8, Ch. 1).
