The rules
Columbia's park code doesn't name metal detecting, but Sec. 15-1(3) makes it unlawful to 'dig or remove any soil... or make any excavation by tool... except that digging shall be permitted in areas designated for such purpose,' and 15-1(1) bars removing or displacing any park property. So recovering targets by digging is prohibited outside a designated area. This covers city parks including Riverfront/Canal Park on the Congaree and Broad rivers.
